Hello Everyone …..
First I would like to salute all of our Veterans and those in the Military, near and abroad for protecting our freedom. Thank you so much. As we start getting close to the Holidays, we have a lot to be thankful for, our families, our friends and our love of ham radio. The HRU Committee has completed the paperwork with LIU-Post for HRU 2024 for January 6, 2024 and after 3 years we will be back at a live venue where we can interact with new and old friends. We need some help from clubs and individuals so things can run smoothly. We want this to be an enjoyable event. They are also soliciting speakers for forums. I will be at the LIMARC Hamfest November 12th at Levittown Hall in Hicksville. There will be vendors and ham items for sale including new and used equipment. Please support the vendors because without them, there would not be a Hamfest. A VE Session at 10 AM followed by Meet the ARRL Hudson Division. A Q and A session with our Director Nomar Vizcarrondo, NP4H and Vice Director, Ed Wilson, N2XDD and myself. I hope there will be a nice turnout.

Announcing our 4th Annual Youth “Dream Rig” Essay Contest.
The Intrepid-DX Group is a US based 501 C (3) nonprofit organization that promotes Amateur Radio activities around the world.
The Intrepid-DX Group recognizes the importance of including Youth in our great hobby because they are our future! We are continuing with our annual “Dream Rig” Youth Essay Contest to gather the views and ideas of young people involved in Amateur Radio.
What are the Prizes?
The First-Place prize is an ICOM IC-7300!
The Second-place prize is an ICOM ID5100AD dual band mobile radio with D-Star.
The Third-place prize is an ICOM ID52A dual band handy talkie with D-Star.
Contest Rules:
1) Two-page Essay answering this question: What attracted you to amateur radio?
2) Contestants must be USA or Canadian Amateur Radio License Holders Aged 19 or younger. All contestants must be in the US, including US territories or Canada.

Brooklyn QRP Doghouse Operation Sprint 2023
Here is a sprint you can work and stay out of the doghouse on the Saturday afternoon prior to Thanksgiving. Play radio, and have plenty of time to mow the lawn, shovel snow, clean the guest room; do whatever it takes to get ready for Thanksgiving.
This is a single-op QRP CW sprint. Stations may be worked more than once on different bands but area codes count once.

The gathering will feature more than two dozen presentations by experts in a broad range of Amateur Radio activities including: Building an HF station, Basics of HF Operating; Contesting and DXing; Communicating Through Amateur Radio Satellites; Software Defined Radios; Digital Communications; Parks on the Air; Learning and Using Morse Code; Antennas; and Using RaspberryPi Computers in Amateur Radio.
There also will be a VE session in the afternoon for individuals who would like to take a Federal Communications Commission license examination to become a ham radio operator or upgrade their amateur radio license.
Ham Radio University is supported by local amateur radio clubs and related organizations in the New York City – Long Island area. They will have displays in a Club Room and provide information about ham radio licensing classes, public service events and other amateur radio activities.

The First Worked All States Certificate Awarded for the 33-Centimeter Band

On November 4, 2023, Al Ward’s, W5LUA, 38-year quest to contact all 50 states on the 33-centimeter band ended when he received the first-ever Worked All States (WAS) certificate for (902 – 928 MHz). Ward started collecting states on the band shortly after it was opened in 1985.
“I am extremely grateful to Peter Van Horne, KA6U, for his EME [Earth-moon-Earth] efforts. I was able to work Wisconsin for my last state [on] the 33-centimeter band on October 21. At the end of September, I was sitting at 32 states confirmed with cards and/or the Logbook of The World (LoTW), when Van Horne went on a 25-state expedition providing my last 18 states,” said Ward. In recent expeditions, Brian McCarthy, NX9O, and Jason Baack, N1AV, also provided several states that were needed.
Ward’s station consists of a 5-meter dish with 400 W of power obtained from two 300 W Motorola amplifiers in parallel. His feed is a dual polarity patch feed.
ARRL Radiosport and Regulatory Information Manager Bart Jahnke, W9JJ, was one of the first people to congratulate Ward on his accomplishment.
Jahnke stated, “Hearty congratulations! It’s my privilege to confirm the ARRL Awards Department has received your WAS application, plus Card Checker document, and we have issued the 33-centimeter (902 – 928 MHz) Worked All States Award number 1 to you in culmination of your 38-year quest to contact all 50 states on the 33-centimeter band.”
Other stations on the hunt for the 33-centimeter WAS certificate that are nearing completion include AC0RA, K0DAS, and N1AV.
In 1985, the Federal Communications Commission allocated the frequency band between 902 and 928 MHz to Part 18 industrial, scientific, and medical (ISM) equipment. In that proceeding, the band was also allocated to the Amateur Radio Service on a secondary basis, meaning amateurs could use the band if they accepted interference from and did not cause interference to primary users.

Changes in the ARRL Pacific Section
11/09/2023
Section Manager of the ARRL Pacific Section Joe Speroni, AH0A, has retired from the position. Speroni served in the role for 7 years. He was active with ARRL in a variety of positions dating back to the creation of the Volunteer Examiner program in 1984. He has also been an instructor and Affiliated Club Coordinator (ACC). His contributions to emergency communications and management in the Hawaiian Islands have long been recognized by the amateur radio community.
ARRL Field Services Manager Mike Walters, W8ZY, said, “With 40 years of service as a volunteer, he is one of the best examples of making the world a better place through amateur radio.” Speroni is an ARRL Life Member.
The Section Manager position is being filled by Alan Maenchen, AD6E, for the remainder of the term. Maenchen is also an ARRL Life Member and has served as an ACC, an Assistant Section Manager, and a DXCC Card Checker. He assumes the duties of Section Manager with experience in emergency communications and a background of assisting amateur radio clubs in the Section.

Great California ShakeOut Drill Reported a Success

Tuolumne County Amateur Radio and Electronics Society (TCARES) members Rich Combs, KN6HSR; Ned Sudduth, K6NED, and Toni Sudduth, K6TNI reported that the October 2023 Great California ShakeOut exercise was an “outstanding” success. Here is their story as reported to ARRL News:
“This is a drill. Drop! Cover! Hold on!” was the mantra for the Great ShakeOut exercise on October 19, 2023, at 10:19 AM in Tuolumne County, California.
The Great ShakeOut is an annual international event that promotes awareness of how to prepare for and react to an earthquake. For the past 2 years, TCARES has used this event as an opportunity to test our ability to provide backup communication for the county public safety agencies. Considering that over the past year there have been two instances where primary communication systems went down — one due to a fire, and the other due to a damaged T1 fiber optic cable — this was a timely opportunity. It is a great chance to partner with first responder agencies, build trust, and develop awareness of mutual capabilities and needs.
There was an amateur radio operator stationed at the Tuolumne County Emergency Operations Center, which was operated by the Office of Emergency Services. After a preparatory simulated 5.0-magnitude San Francisco earthquake preamble at 10:19 AM, Ned Sudduth, K6NED, began taking check-ins from amateurs throughout the county with his wife Toni, K6TNI, who logged the reports. County Geographic Information System (GIS) staff loaded the real time of those hams on a map that was displayed on a TV. Tuolumne County is fortunate to have a backbone of four linked, 2-meter repeaters that cover almost the entire county.
There were 38 amateur radio operators providing reports on conditions throughout the county. In addition, we had four Neighborhood Radio Watch (NRW) communities using Family Radio Service radios, General Mobile Radio Service (GMRS) radios, and a few GMRS repeaters to add an additional 28 reports. Each NRW community has an embedded ham who monitors the NRW traffic, and then provides a summary to the Incident Commander during their check-in.
Considering it was a Thursday morning, we felt this was a great response. Participation increased from last year’s check-ins. Although Tuolumne is a large county by area, it has a population of just more than 55,000, and it is primarily rural and mountainous in character. Nonetheless, the combination of NRW communities with embedded ham radio operators and a robust repeater system has shown that even when the power and internet are down, first responder operations can continue to operate, and communities can immediately communicate and mobilize to help themselves.
During the net, net control began by asking for regional check-ins based on repeater location, starting with the most remote corners of the county. Roll call was not conducted, but check-ins in small batches of three or four allowed for concise reporting with “yes” or “no” comments on the availability of grid power and telephone services. Most stations checking in had clear audio and delivered their local status professionally. Some stations learned they needed to make improvements. Stations at sites of interest, like schools or government buildings, were asked to state their affiliation with organizations like the Community Emergency Response Team, Search and Rescue, Crime Scene Unit, etc. Mobile units also checked in and made reports. Those in nearby counties checked in, too, and they reported their local situation reports.
Ideas for next year are already underway with plans to assign operators to specific locations like the local fairgrounds, hospital, Red Cross, fire stations, etc. The Automatic Packet Reporting System can also provide value next year with real-time location and status updates from mobile operators. Thanks to TCARES, the Tuolumne County Sheriff, the Office of Emergency Services, and GIS staff, and the radio operators who have made this an outstanding exercise for the last 2 years.

Veterans Day 2023 Special Events

Special event stations will offer many opportunities for amateur radio operators to honor Veterans and make contacts for Veterans Day.
The K1USN Radio Club will be on the air on Saturday, November 11, 2023, to show their appreciation for those who have served in the military. The club station is located at 85 Quincy Avenue in Braintree, Massachusetts. K1USN will be on the HF bands on SSB, CW, and FT8, and they will begin operating at 1300 UTC and run until 2100 UTC. K1USN QSL cards will be available for all who contact the station.
The American Legion Post 111 Amateur Radio Club, KA4TAL, in South Carolina will also operate on November 11 from 10 AM to 3 PM ET on 14.255, 7.264, 14.275, and 7.185 MHz. Email talarc.ka4tal@gmail.com for electronic contact certificates.
On the same day, the Liberty ship S.S. John W. Brown, K8JWB, will hold National Liberty Ship Day. The event honors those who served in the military and operated, protected, and built all 2,710 World War II Liberty ships, including the Merchant Marines, the Navy Armed Guard, and the female shipyard workers recruited during the war. Operations will be on 14.250, 7.225, and 21.300 MHz, from 0200Z – 0800Z. QSL cards will be available by mail from Project Liberty Ship PO Box 25846 in Baltimore, Maryland.
In Ohio, the Central Ohio Radio Club will hold their third annual Veterans Day Check-in Net on November 11, beginning at 11 AM ET. They will use their main VHF repeater, W8AIC, on 146.76 MHz (PL tone 123.0 MHz). All amateurs can check in and share stories about their own military experience, or information about family and friends who have served. A special QSL card will be mailed to each ham who contacts the station.
The Charles County Amateur Radio Club in Maryland will host their special event, The Ghost Fleet at Mallows Bay, on November 11 from 1400Z – 2100Z. Mallows Bay is the site of more than 100 shipwrecks and is now the Mallows Bay-Potomac River National Marine Sanctuary, the first national marine sanctuary in the state of Maryland. K3SMD will operate on 40 (7.270 Mhz), 20, and 15 meters on phone and FT8. QSL cards will be mailed to those who contact the station by Michelle Sack, N3YRZ, at PO Box 1182 in Waldorf, Maryland.
Also on November 11, the United States Marine Corps will celebrate its 248th anniversary (it was officially formed on 11/10/1775) and Veterans Day. The USS Midway CV-41 COMEDTRA amateur radio station, NI6IW, will be on the air from 1700Z – 2359Z on 14.320, 7.250, and 14.070 MHz. The station will use PSK31, D-STAR, the PAPA System repeaters, and a wide-area amateur radio network of 57 additional repeaters on 19 hilltops. These will provide extensive coverage of the Southern California region and beyond. A QSL card will be available for every operator who contacts NI6IW.

Deadline Extended to November 28, 2023 for 60-Meter Comments

The deadline to file comments on the 60-meter band proposal has been extended by the Federal Communications Commission (FCC) to November 28, 2023. Replies to comments will be due December 28, 2023. The public comment period was originally to close October 30, 2023.
ARRL The National Association for Amateur Radio® strongly encourages all amateurs to submit comments expressing support to the FCC for the current 100 W ERP power limit (instead of reducing the power limit to 15 W EIRP) and continuing secondary access to the current channels.

How to Engage Youth with Amateur Radio STEM Education

ARRL Education and Learning Manager, and IARU Region 2 Youth Coordinator, Steve Goodgame, K5ATA, gave the keynote address at the 2023 ARRL Pacific Division Ham Radio Convention, also known as Pacificon.
Goodgame was a public-school teacher for 21 years. He carries his experience of bringing ham radio into the classroom into his role at ARRL. “It is safe to say I’ve learned a thing or two about reaching youth along the way,” he quipped.
His presentation, to a packed audience, was a highlight of the convention. Goodgame’s passion and vision for promoting youth involvement in the hobby shined in his speech as he discussed STEM education and the importance of inspiring youth and teachers to engage in amateur radio and wireless technology.

Code practice texts are from QST, and the source of each practice is

On Tuesdays and Fridays at 2330 UTC (6:30 PM EST), Keplerian
Elements for active amateur satellites are sent on the regular
digital frequencies.
A DX bulletin replaces or is added to the regular bulletins between
0100 UTC (8 PM EST) Thursdays and 0100 UTC (8 PM EST) Fridays.
Audio from W1AW’s CW code practices, CW/digital bulletins and phone
bulletin is available using EchoLink via the W1AW Conference Server
named “W1AWBDCT.” The monthly W1AW Qualifying Runs are presented
here as well. The audio is sent in real-time and runs concurrently
with W1AW’s regular transmission schedule.
All users who connect to the conference server are muted. Please
note that any questions or comments about this server should not be
sent via the “Text” window in EchoLink. Please direct any questions
or comments to w1aw@arrl.org .
In a communications emergency, monitor W1AW for special bulletins as
follows: Voice on the hour, Digital at 15 minutes past the hour, and
CW on the half hour.
All licensed amateurs may operate the station from 1500 UTC to 2045
UTC (10 AM to 3:45 PM EST). Be sure to bring a reference copy of

The weekly W1AW and monthly West Coast Qualifying Runs are sent on
the normal CW frequencies used for both code practice and bulletin
transmissions. West Coast Qualifying Run stations may also use 3590
kHz.
Please note a W1AW Qualifying Run replaces a regularly scheduled
code practice transmission on any particular day and time.

ARLB028 FCC To Vote on Removing Symbol Rate Restrictions
The ARRL welcomes news of a scheduled vote by the Federal
Communications Commission (FCC) to consider removing symbol rate
restrictions that restrict digital modes, foster inefficient
spectrum use, and dampen incentives for innovation. The FCC Fact
Sheet can be found online at,

In the draft Commission decision, the FCC would replace the current
HF restrictions with a 2.8 kHz bandwidth limit. The Commission also
announced that it will consider a Further Notice in which it will
propose eliminating similar restrictions where they apply in other
bands and consider relying on signal bandwidth limits. If both
actions are adopted by the Commission, there will be a period for
public comment on the Further Notice issues.
In announcing the proposed Commission actions, FCC Chairwoman
Jessica Rosenworcel said that “We’re bolstering amateur radio. We
will vote on a proposal to incentivize innovation and
experimentation in the amateur radio bands by removing outdated
restrictions and providing licensees with the flexibility to use
modern digital emissions.”
ARRL requested and strongly supports replacing the symbol rate
limits on the HF bands with a 2.8 kHz bandwidth limit. ARRL also
supports eliminating the symbol rate limits in favor of the
already-existing bandwidth limits where they apply on the VHF and
UHF bands and eliminating the similar limits 2200 and 630-meter
bands.
ARRL Director of Emergency Management Josh Johnston, KE5MHV, said
the changes will result in a tremendous time savings during
disasters, when every second counts. “We will be very pleased to
have the FCC remove the restrictions on symbol rate for the amateur
bands. This will eliminate the need for temporary waivers during an
event and provide the ability to train and exercise using the higher
symbol rate, allowing increased data capability to our served
agencies and partners.”
Congresswoman Debbie Lesko (AZ-08) introduced The Amateur Radio
Communications Improvement Act (H.R. 3241) on May 11, 2023, to
require that the FCC eliminate the obsolete HF digital symbol rate
limit with a 2.8 kHz bandwidth limit.
The Congresswoman subsequently addressed the issue with Chairwoman
Rosenworcel in a Congressional oversight hearing. The changes are
supported by many state emergency management officials.
ARRL will continue to engage on this matter.

ARLB027 Deadline Extended to November 28, 2023 for 60-Meter Comments
The deadline to file comments on the 60-meter band proposal has been
extended by the Federal Communications Commission (FCC) to November
28, 2023. Replies to comments will be due December 28, 2023. The
public comment period was originally to close October 30, 2023.
The ARRL strongly encourages all amateurs to submit comments
expressing support to the FCC for the current 100 W ERP power limit
(instead of reducing the power limit to 15 W EIRP) and continuing
secondary access to the current channels.

a scout leader and amateur radio elmer, who died in 2008. The

ANTARCTICA, LU/Z. Esperanza Base is now active on PSK31 using the

19 to December 1, including the CQWW DX CW contest, with call sign

GUADELOUPE, FG. Vaclav, FG/OK6RA will be operating holiday style
until November 27, using CW, SSB and FT8 on 40 to 10 meters and

COLOMBIA, HK. Eleven special calls will mark the 90th anniversary
of the Liga Colombiana de Radioaficionados on November 18 and 19.

5K8LR, 5K9LR and YL operators on 5J3L. They plan to be on 40 to 10

John Reiser, W2GW is the section DXCC card checker and is available for
field checking of QSL cards for your DXCC Award. John is available by
appointment at his home in West Hempstead for card checking, and at all
LIDXA meetings. If some lives far from him, John is willing to meet them
half way at a diner or someplace. Contact John at w2gw@arrl.net
Aaron Broges, WC2C and Tom Carrubba, KA2D are also DXCC card checkers. Aaron and Tom are also members of the LIDXA and is usually available for DXCC QSL checking at the monthly LIDXA meetings (along with W2GW).
Approved DXCC card checkers can also check cards for WAS and VUCC
awards as well.

inclusive of New York City, Long Island, Westchester County and the
