Well this has been quite an interesting year for amateur radio and the economy in general.. Changes are occurring because of increase costs. Costs are going up all over which affects our hobby as well as everything else in our lives. ARRL costs have risen. Costs of radios and accessories are up almost 20%. Lets hope that next year brings some stabilization.
Question ?…Will hamfests on Long Island disappear??? At LIMARC’s recent hamfest, I talked to some vendors who told me sales are not as good as in years past and that the cost of attending a hamfest is getting higher. Online ordering is not helping either. Unfortunately some vendors are getting older or have health issues and have no one who wants to learn the business. Something to think about as we move forward.
The Holiday Season is here and most of us will be celebrating with friends and family. Decorations and lights are up ( ed note: so did my noise level). With that being said there are many ham events coming up. The 12 Days of Christmas, Christmas Birthday, CQ Santa Net https://www.cqsanta.com/, to name a few. Hope you can support them.

Returns to LIU Post
25th Anniversary Event on January 6, 2024
Resumes Gathering In Person After Three Years Only On Line
After a three-year on-line hiatus due to Covid19 restrictions, the annual Ham Radio University (HRU) educational conference will return to the campus of LIU Post in Brookville for the event’s 25th anniversary on January 6, 2024.
Founded by Phil Lewis, N2MUN, who passed away in March, 2020, HRU-2024 also will be the annual convention of the NYC-Long Island Section of ARRL.
Some 300 local hams are expected to attend the event at LIU Post’s Hillwood Commons Student Center, 720 Northern Boulevard, Brookville, NY 11548.
The gathering will feature more than two dozen presentations by experts in a broad range of Amateur Radio activities including: Building an HF station, Basics of HF Operating; Contesting and DXing; Communicating Through Amateur Radio Satellites; Software Defined Radios; Digital Communications; Parks on the Air; Learning and Using Morse Code; Antennas; and Using RaspberryPi Computers in Amateur Radio.
There also will be a VE session in the afternoon for individuals who would like to take a FCC license exam to become a ham radio operator or upgrade their license.
And local clubs which will have the opportunity to set-up displays in a Club Room to recruit members and provide information about their licensing classes, public service events and other activities.
As in years past, attendance at HRU 2024 will be free of charge, with an optional suggested donation of $10.00.There will be free parking and a cafeteria will be open for breakfast and lunch. Further information and the forum schedule is on line at: https://hamradiouniversity.org/

ARRL Teachers Institute Grad Prepares Students for Ham Radio Contact with Astronaut

ARRL celebrates the success of an ARRL Teachers Institute on Wireless Technology graduate. The skills learned in the Teachers Institute (TI) have led to a school having an amazing opportunity using amateur radio.
On Monday, December 11, 2023, students at Harbor Creek Senior High School in Harborcreek, Pennsylvania, will host an Amateur Radio on the International Space Station (ARISS) contact. Assistant Principal Drew Mortensen, AC3DS, completed the ARRL TI-1: Introduction to Wireless Technology program. Mortensen; Allen Lombardozzi, KC3TGY, and Elaine LaFuria, KC3SFY, have led the development of a robust amateur radio program at the school.
After attending the ARRL Teachers Institute, their students prepared and launched their own high-altitude balloon, capturing the interest and passion of other students, teachers, and the community.
Fifteen Harbor Creek students participating in the ARISS contact are licensed amateur radio operators. Since applying for the contact in November 2022, Harbor Creek has seen 16 students earn their amateur radio licenses, with three going on to earn their General-class licenses and three more going on to earn their Amateur Extra-class licenses. Mortensen expressed gratitude for the ARRL Youth Licensing Grant Program, which reimburses the $35 amateur radio licensing fee to those younger than 18, for helping to lower the barrier of entry for students.
Students at the Harbor Creek School District Advanced Technologies Group, KC3SGV, meet regularly and fill the meeting space to maximum capacity. The students of the group will livestream the event on their YouTube channel at youtube.com/@advancedtechnologiesgroup. This livestream will be run and managed by students.
ARRL Education and Learning Manager Steve Goodgame, K5ATA, is excited about the school’s success, stating, “The program at Harbor Creek Senior High School is a shining example of the impact the ARRL Teachers Institute on Wireless Technology can have on students.”

IARU and ARRL Attending WRC-23 in Dubai, UAE

The International Telecommunication Union (ITU) World Radiocommunication Conference 2023 (WRC-23) began November 20 in Dubai, United Arab Emirates, and will continue through December 15, 2023. During WRC-23, the ITU’s 193 sovereign Member States, each with one equal vote, will address items on a formal agenda in an effort to reach consensus on revisions to the ITU Radio Regulations, the international treaty governing the global use of radio-frequency spectrum and satellite orbits.
WRC’s are held every 3 to 4 years and include the Amateur and Amateur Satellite Service allocations.
The International Amateur Radio Union (IARU) is a Sector Member of the ITU and globally represents the interests of amateur radio. A contingent of representatives from IARU and ARRL in the US are attending the meetings. ARRL serves as the International Secretariat of the IARU.
The agenda of items to be reviewed for WRC-23 was established at the completion of the last conference in 2019. Of primary importance to the Amateur and Amateur Satellite Services is Agenda Item 9.1 topic b, which addresses the amateur use of the 23 – centimeter band and the co-frequency use by several radio navigation satellite service (RNSS) systems in the 1240 – 1300 MHz band.
The work at WRC-23 involves several committees, working groups, and sub – working groups that negotiate spectrum matters in an effort to reach consensus on the conference agenda items to subsequently be presented and formally adopted during the final plenary session.
A report on items of interest to amateur radio from WRC-23 will be reported at its conclusion.

VOTA Red Badges On The Air Event December 17

2023 has been a fun operating year for ARRL’s Year of the Volunteers with the Volunteers On the Air (VOTA) event. To help members boost their VOTA point totals, ARRL is hosting a Red Badges on the Air activity on December 17, 2023, from 1500 – 2100 UTC. The objective of the event is to provide an opportunity for VOTA participants to work more ARRL officers and elected officials, such as Directors or Section Managers and Headquarters staff members and volunteers, who offer higher point values in the yearlong event.
ARRL Contest Branch Manager Bart Jahnke, W9JJ, explained, “The badges they wear at hamfests, conventions, and other formal occasions are red, hence the term Red Badges on the Air. ARRL red badges are worth a lot of points — as much as 300 points per contact for working ARRL President Rick Roderick, K5UR — so participants can quickly increase their VOTA points tally.
Jahnke stressed that the event is “an activity day, not a contest”; there’s no required amount of operating time. Participants can call “CQ VOTA” on phone or “CQV” on CW or digital modes. While the event is focused on encouraging those with ARRL red badges to hand out VOTA points, all activity is welcome, regardless of point value (every ARRL member is worth at least one point in the operating event). Participants get credit for each band or mode contact, regardless of point value. ARRL VOTA participants can use the leaderboard to determine how many points they’ve accumulated.
Other high-point contacts include: President Emeritus or past President, 275 points; Honorary Vice President or ARRL Vice President, 250 points; Director, Director Emeritus, or past Vice President, 225 points; Vice Director, 200 points; Section Manager, 175 points; ARRL Officer or past Director, 150 points; past Vice Director, 125 points, and Charter Life Member or past Section Manager, 100 points.
ARRL Headquarters department managers are worth 75 points, ARRL Headquarters staff and volunteers are worth 50 points, and Assistant Directors are worth 40 points.

Bandwidth Limits Replace Symbol Rates on the HF Bands, Other Bands Open for Comment

The Federal Communications Commission (FCC) published new rules adopted last month that replace the symbol rate restrictions on the HF bands with a bandwidth limit of 2.8 kHz. The new rules go into effect January 8, 2024.
The bands and band segments affected by the rules change are those authorized for data transmission between 160 and 10 meters, exclusive of 60 meters (where no change was made).
In adopting a bandwidth limit in place of the baud rate limit the FCC agreed with ARRL that some limitation is necessary because “without a baud rate or bandwidth limit, data stations using a large amount of spectrum for a single emission could do so to the detriment of simultaneous use by other stations using narrowband emission modes.”
ARRL has advocated for this change for a long time. The move opens amateur data communications to faster and more modern modes and restores the incentive for amateurs to experiment with and develop faster and more efficient data methods. Previously, ARRL obtained waivers to the symbol rate rules on a case-by-case basis to facilitate communications during situations like hurricane responses. These delays will now be removed, permitting drills to be conducted with the faster modes and more timely responses when needed.
The FCC also requested comment on removing similar symbol rate restrictions in the rules governing 135.7 – 137.8 kHz (2200-meter band), 472 – 479 kHz (630-meter band), and the very high-frequency (VHF) and ultra-high frequency (UHF) bands.
The VHF bands with baud rates are the 6-meter band, 2-meter band, and the 1.25-meter band. The single UHF band with a baud rate is the 70-centimeter band (420 – 450 MHz). The Further Notice of Proposed Rule Making (FNPRM) proposes to maintain the existing bandwidth limits in the Commission’s rules for these VHF and UHF bands but seeks comment on whether they should be kept, and if so, whether the bandwidths should be changed. The Commission also sought comment on whether bandwidth limits should be adopted for application to the 2200 and 630-meter bands, and if so, what an appropriate bandwidth limit would be.
Public comments on these additional issues are sought in the FNPRM. The comment period is open until January 8, 2024. Replies to comments are due no later than January 22, 2024. If changes are later adopted, the rules will go into effect in the same manner as they did for the other bands — after notice and publication in the Federal Register.

Florida Hams Make Contact 100 Miles Apart via 10-Meter Repeater… in Switzerland.

When 10 meters is open, amazing things can happen. Lu Romero, W4LT, knows that well. He said, “When 10 is open, I often venture up into the top of the band to see if there is any FM activity. I’ve always liked to use 10 FM, especially when conditions are marginal to observe the Faraday phase distortion on signals. Before FT8, 10 FM was always a good way to discover where the band was propagating to in addition to the beacons. If you hear FM (especially repeaters) operating, then the propagation is really good!”
At around 1500z on October 23, 2023, the band was open. Romero stated that he went to the top of the band and “found multiple signals in both simplex and via repeaters.” “Usually, I receive a repeater in New York City, KQ2H, one of the strongest signals I can get down here in Florida when 10 is open, but today there was another strong signal [of] 10 kHz above it,” he said.
Using a FLEX-6400 at 75 W and the C32XR beam at 108 feet that he maintains for the Tampa Amateur Radio Club, he heard an ID through the splatter from the KQ2H repeater. “It was HB9HD in Switzerland! I set up for split and reduced power to 75 W on the Flex and gave the repeater a kerchunk.” Romero was able to contact a Swiss ham, Rene, HB3XVR, on the repeater’s 70-centimeter link.
Then, on October 31, again around 1500z, Romero tried the repeater once more. “I found the repeater full quieting, even stronger than it was on October 23, and with no QRM from KQ2H, so it was clean and easy to copy!
For the heck of it, I called CQ several times on the repeater. I received no callers, but finally, I received a signal that was fading up and down. I called again and that signal stopped fading for a while, and I was able to work David, WA3LXD, over the HB9HD repeater. After a little while, his signal settled down, and David asked me what my QTH was, and I told him I was in Tampa. He laughed and
said we worked each other ‘the hard way,’ because he was in Ocala, about 100 miles to my north,” said Romero.
As Solar Cycle 25 continues to rise toward its peak, amateurs can expect to encounter more exciting propagation, especially on the 10- and 6-meter bands. In this case, the signals traveled roughly 9,800 miles round trip. Your mileage may vary.

NCVEC Question Pool Committee Removes Two General-Class License Questions

The National Conference of Volunteer Examiner Coordinators (NCVEC) Question Pool Committee (QPC) has removed two General-class license questions.
Pursuant to the November 13, 2023, FCC rule change to remove symbol rate restrictions on amateur radio digital emissions (http://www.arrl.org/news/arrl-hails-fcc-action-to-remove-symbol-rate-restrictions), the QPC of the NCVEC has deleted two questions from the General-class question pool because they are no longer correct. General-class questions G1C08 and G1C10 are withdrawn from the pool effective immediately and should be removed from examinations as soon as possible. Updated question pool files, including the errata and new information, have been posted on the NCVEC General-class question pool web page at http://www.ncvec.org/page.php?id=369.
The current Element 3 General question pool became effective on July 1, 2023, and it is valid through June 30, 2027. The ARRL VEC advises the community to regularly check the NCVEC website at http://www.ncvec.org/ for updates to the question pools, which may include errata and withdrawn questions.

ARRL RF Safety Committee Develops New Guidelines to Communicate RF Safety

Radio amateurs now have a new tool from ARRL The National Association for Amateur Radio® to help answer questions about their stations. Neighbors of amateur radio operators are sometimes concerned about transmissions and radio frequency exposure from amateur stations. The ARRL RF Safety Committee, with their international counterparts at the Radio Society of Great Britain (RSGB), the Irish Radio Transmitters Society (IRTS), and the Swedish Society of Radio Amateurs (SSA), has developed a new set of guidelines to help amateurs interact with and talk to their neighbors about RF exposure.
Chairman of the ARRL RF Safety Committee Greg Lapin, N9GL, said the new informational PDF found on the ARRL RF Exposure page, Helping Amateurs Interact with Neighbors Asking About Radio Transmissions, was developed after a year of discussions about RF safety.
“Neighbors may be alarmed by some of the misinformation about RF safety that is available from a variety of sources. By following the exposure regulations from the Federal Communications Commission, we can be confident that our families and neighbors are safe,” Lapin said.
Lapin added that RF exposure regulations are based on decades of trustworthy research. He also encouraged all amateur radio operators to perform exposure assessments for their stations to make sure they meet those regulations.

LICW holds 75 classes and classes and forums weekly on Zoom covering CW instruction and many interesting topics on radio and related technology. The club has grown quickly to 3000 members in 50 states and 43 countries. LICW has local events such as portable outings and luncheons. More outings will be planned as Covid eventually eases.
