The Nassau County Police ARC reports the untimely death of President George Geller, WB2GTC.
George was a long-time member of the Civil Air Patrol and the Long Beach Auxiliary Police Department, Nassau ARES, LIMARC amongst others. George always had a smile on his face and was fun to talk to. He will be sorely missed.

FCC Upholds Record $34,000 Forfeiture Against Amateur Licensee

The Federal Communications Commission (FCC) assessed a record $34,000 forfeiture against an amateur radio licensee for “willfully and repeatedly operating a radio station without authorization and interfering with the radio communications of the United States Forest Service … while the U.S. Forest Service and the Idaho Department of Lands were attempting to direct the operations of fire suppression aircraft working a 1,000-acre wildfire on national forest land outside of Elk River, Idaho.”
As ARRL News first reported in 2022, the FCC proposed the fine against Jason Frawley of Lewiston, Idaho, for allegedly interfering with radio operations of the U.S. Forest Service during firefighting activities for the Johnson Creek Fire near Elk River in July 2021. The FCC stated in the Notice of Apparent Liability (NAL) that Frawley holds an Extra-class Amateur Radio Service license, WA7CQ, and is the owner/operator of Leader Communications LLC, licensee of eight microwave licenses and one business license.
In response, Frawley acknowledged that he operated on a frequency reserved for government use and for which he lacked authorization but argues that he did not cause interference to the government’s fire suppression activities that were being coordinated on the channel and acted with “good faith and non-malicious intent to help.” Frawley requested a reduction or cancellation of the proposed forfeiture based on the number and duration of the unauthorized transmissions, his history of compliance and corrective measures, and his inability to pay the proposed forfeiture.
In the Forfeiture Order released on January 3, 2025, the FCC rejected Frawley’s request and assessed the full proposed forfeiture of $34,000. Read more about the story in previous coverage from ARRL News.

ARRL Teachers Institute: Coming to a Town Near You

The ARRL Teachers Institute on Wireless Technology is going mobile in 2025. In addition to the cohorts hosted at ARRL Headquarters in Newington, Connecticut, there will be several sessions around the United States this year. The first, hosted by ARRL model school Staten Island Technical High School in New York City, will be held January 21-24.
The format is being refined this year from five days to four. That change, along with taking the show on the road, is expected to make it easier for educators to attend, according to ARRL Education and Learning Manager Steve Goodgame, K5ATA. “Especially for educators juggling a busy family life, a four-day program near them might be an easier option than a five-day trip to New England.” Plans are also being finalized for a session in Kilgore, Texas, in July; and another in the southeastern US.
The programming and support continue to evolve. “We really want to support these TI graduates after they leave, so we have rolled out a Discord server so they can stay in touch with their peers who are also implementing the material they learned here,” said Goodgame.
Providing community support and engagement has proven key to the ongoing success from the program. Staten Island Tech High’s program is led by Everton Henriques, KD2ZZT, a two-time ARRL TI attendee. Henriques has helped many of his students not only get licensed but also be genuinely engaged in amateur radio. Henriques will help ARRL Education Specialist Wayne Greene, KB4DSF, teach the program.

By developing the network of educators who have benefited from the program and by offering the regional opportunities, Goodgame hopes to receive more applications to attend. TI is free for educators, thanks to funding from donors through the ARRL Education and Technology Fund. There is a $100 application fee if the educator is accepted.
Goodgame sees a long-term benefit to wrapping genuine fun into this radio-centric curriculum. “Inspiration drives innovation so if we don’t inspire young people to innovate and expose them to RF, they’re not going to innovate in those fields,” he said. “Somebody will, it’s just not going to be our kids.”

Hurricane Watch Net Remembers Long Time Volunteer Terry Redding, W6LMJ, Silent Key.

It is with a heavy heart that I announce the passing of Terrence “Terry” Redding, Sr., Ph.D., W6LMJ, SK. Just before Christmas, I heard from one of Terry’s daughters that he suffered a bad stroke a few months earlier. Sadly, he passed away January 4, 2025. His daughter said he passed holding the hand of his bride as they listened to their favorite song.
According to information Terry posted on his QRZ page, he was born in 1948 in Torrance, California. He became interested in amateur radio as a result of helping his father recover electronic components from old television sets. From those, he built crystal radio sets, strung antennas, and built solid-state beat frequency oscillators. He was later introduced to amateur radio by a good friend while taking electronic classes at Torrance High School.
As Terry stated on his QRZ page, he “attended El Camino College pursuing an EE degree, and worked for the Electron Dynamics Division, Hughes Aircraft Company. The plant moved from the Los Angeles airport site to Torrance, which involved me working 12 hours a day, seven days a week for about six months, during which I lost my college deferment and became eligible for the draft.”
Terry was drafted into the US Army in 1968. He was selected for Field Artillery Officer Candidate School and was commissioned a 2nd Lieutenant in 1969. Terry later served in Vietnam. He retired as a Major. Over the years, he was stationed in Augsburg and Aushaffunsburg, Germany, Fort Sill, OK, Fort Ord, CA, and the Panama Canal Zone. He co-authored the Field Acquisition Training Manual with General Tommy Franks and, through ham radio as part of his doctoral degree, met and interviewed the man who became aware of the pending attack on Pearl Harbor.
Terry leaves behind Barbara, his wife of almost 55 years, and his children Terry Redding, Jr. (Kelly); Sandra King (Harvey); Cynthia Smith (Joseph); Mary Elizabeth Fabian-Redding; Sarah Lynn Redding; and Michael & Kirsten Glowaski; along with 17 grandchildren and 2 great-grandchildren.
Terry was well-known wherever he lived. He loved his family, astronomy, and amateur radio.
I first met Terry shortly after I joined the Hurricane Watch Net back in early 2000. Terry was one of the longest-serving active members of HWN…40 years. He also served as a board member of Hurricane Watch Net, Inc. for 9 years.
Terry joined the Hurricane Watch Net in 1984 while stationed in Panama, using the call sign HP1XTR. His first storm to participate in was Hurricane Diana, which made landfall just north of the North Carolina/South Carolina border. In 1987, he returned to the US, living in Lawton, OK, and held the call sign of WB5LMJ. In 1995, he relocated to West Palm Beach, FL, and was active using the call sign W6LMJ. While living in West Palm Beach, Terry and his family, unfortunately, experienced numerous tropical storms and hurricanes. However, during those hurricanes, he found himself in the position of being a reporting station.
In late 2016, I had the honor of making Terry an “Honorary Member” of the Hurricane Watch Net for his 32 years of dedicated service. But this honor did not slow Terry down. He would find a way to make himself available to assist in whatever capacity needed every year, as he had always done.
Terry also served as a Board Member of the Von Hippel Lindau Family Alliance for several years, advocating for increased awareness of the rare, genetic cancer. He taught numerous Ham classes, including at Spectacular – an international camp sponsored by his church. He sponsored multiple interactions between the International Space Station and elementary school students in Oklahoma and Florida.
Terry was an educator and lifelong learner, his on-air help, and more importantly, his friendship, will be greatly missed.

CWops Announces 2024 Advancing the Art of CW Award

Each year, CWops, an international organization that promotes and advances Morse code (CW) in amateur radio communications, accepts nominations for individuals, groups, and organizations for the CWops Award for Advancing the Art of CW. The award recognizes contributions made toward advancing the art or practice of radio communications by Morse code.
The Radio Officer’s Association (ROA) is the recipient of the 2024 CWops Award for Advancing the Art of CW. ROA honors and preserves the history and accomplishments of radio professionals from across the Merchant Navy, Coast Station Service, and Civil Aeronautical industry. Its membership includes nearly 400 former professional radio officers, half of whom hold amateur radio licenses. CWOps recognized ROA’s efforts to preserve CW history through its journal, and for activities that span CW mentoring, on air nets, and CW-related museum displays and related activities.
The award was recently accepted by ROA’s Bill Cross, G0ELZ, at the organization’s annual meeting in Liverpool, England. It was presented by CWops President Stew Rolfe, GW0ETF.

The following is an update on DXCC® application processing:
In October, we reported that the ARRL DXCC® System had been returned to service. Since then, over 3,000 DXCC applications have been logged into the DXCC System for processing. It is important to understand that the queue of submitted applications is very large, and has included nearly 6 months of applications for processing. ARRL Awards staff and additional staff and volunteers have been working extended hours and weekends to process applications.
DXCC is ARRL’s most popular award. Even while previously submitted applications are being processed, new applications are being submitted and received every day. We continue to appreciate everyone’s patience as we process the large queue of submitted applications.
Application Processing Queue
DXCC applications enter the DXCC System from one of three sources: from DXCC applications created by users in Logbook of The World® (LoTW®), from traditional paper applications, and from the Online DXCC Application.
The DXCC System has logged applications received via Logbook of The World from May through October 23, and paper applications received through mid-December. On December 13, the Online DXCC Application was returned to service.
We are currently processing paper applications received in November and December, and applications from LoTW submitted in November.
We have resumed mailing orders for paper DXCC Certificates and endorsement stickers. Over 350 certificates were mailed on December 26.
The easiest way to determine if your DXCC application has been processed is to review your LoTW account. From the Award Account Menu, select Account Status. The “Awarded” column will reflect those QSOs that have been awarded to you after your application(s) has been fully processed.
We appreciate your continued patience as we work to return to normal processing times. Our team is committed to ensuring that all applications are handled as quickly and efficiently as possible. Thank you once again for your understanding and support during this time.

2025 ARRL Foundation Scholarships – Final Weeks to Apply

Updated 1/3/2025: The application deadline has been extended to Monday, January 13th, 11:59PM, EST.
The ARRL Foundation Scholarship Program continues to accept applications for the 2025 scholarship cycle. The application period is open until 12:00 PM Eastern Standard Time on January 6, 2025. The scholarships are available to eligible amateur radio operators pursuing higher education. There are more than 100 scholarships ranging from $500 to $25,000.
The scholarships have been established by generous donors and can help fund a portion of a ham’s education. Descriptions of the scholarships may be found at https://www.arrl.org/scholarship-descriptions
In 2024, 135 scholarships totaling more than $715,000 were awarded. Young Hams throughout the country benefitted from scholarships ranging from $500 to $25,000 to assist them with college or university expenses. Funded entirely through the generous contributions of individuals, Clubs, and friends, the Scholarship Program is one of two areas of focus (the other being grants) for the Foundation, which is a separate organization that works closely in partnership with ARRL.
ARRL Director of Development Kevin Beal, K8EAL, is encouraged by the program. “Hams are always learning, and being able to honor that dedication to education through generously funded scholarship programs helps relieve some of the financial burden that students can experience,” he said.
All applicants must submit a completed online application. Transcripts and any additional required documents must be submitted with the application and not emailed separately. A number of scholarships require additional documents, such as a letter of recommendation from a sitting Officer of an ARRL-affiliated club. Applications without accompanying transcripts and additional required documents (if applicable) will not be considered. Scholarship recipients will be notified by early June 2025. Awards are mailed directly to recipients’ schools and will be awarded in July 2025.
ARRL’s mission is to promote and protect the art, science, and enjoyment of amateur radio, and to develop the next generation of radio amateurs. Through programs like the free youth membership and the ARRL Teachers Institute on Wireless Technology, ARRL is enabling futures in STEM-field careers through amateur radio.

LICW holds 75 classes and classes and forums weekly on Zoom covering CW instruction and many interesting topics on radio and related technology.
