September is here where did the summer go? We are in the middle of Hurricane season and are watching Hurricane Lee, who should be passing east of Montauk. Please check your gear and make sure you’re ready. Check with your ARES groups for possible deployments. Most groups start planning at the 120 hour mark. We are past that point now. Strong ocean waves with storm surges and rip tides are all ready here. Keep an eye on the National Weather Service briefings in your location. Listen to your repeaters for updates. Check in to Skywarn Nets for additional information.
There has been a lot of talk about the ARRL raising the dues and why they are charging more if you want a printed edition of QST. The biggest reason is cost of materials. As we all know prices have gone up tremendously recently because of supply issues. It affects all of us including businesses. For one, CQ magazine has had the same supply issue problem for the past few years. Many business’s have folded because they can’t get supplies. Look at our radios. Many of our favorite radio distributors have to wait long periods of time before they can get them. Why? No supplies from the manufacturer. Costs all across the board are much higher

Summary of Dues Changes (effective January 1, 2024)
- Regular dues (in the US) will increase to $59 per year on January 1, 2024.
- Members will continue to have access to QSTand On The Air (OTA) magazines in digital form online.
— Print-and-mailed QST and OTA magazines become optional add-ons to membership. Each magazine subscription is $25 per year.
— Those with regular memberships (a remaining term on a current membership) will need to purchase an add-on subscription to continue receiving printed QST and OTA after January 1, 2024.
— Current Life members as of July 2023 may choose to continue receiving printed QST or OTA at no additional cost by contacting ARRL between September 1, 2023, and June 30, 2024.
- Monthly payment plan options are being created for members aged 70+ to help senior members who are experiencing financial stress.
- We are undertaking work to determine revenue neutral pricing for Life Memberships. New applications for Life Membership are not being accepted as of 7/21/2023 while new rates are being established.

- When was the last time that ARRL raised dues?
The last increases were in 2016; 8 years ago, and before that 2001.
- Why did we need to raise dues?
We need to ensure a vibrant and financially healthy ARRL so we can continue to serve the Amateur Radio community. ARRL has experienced significant financial losses during the last 4 years due to inflation. We expect rising costs to continue and result in additional financial pressure.
- Why does ARRL need $59 per year for dues?
ARRL applies staff and resources to a variety of efforts that promote and protect Amateur Radio for the benefit of our members. Chief among these efforts are spectrum defense, regulatory advocacy at the International, Federal and State levels, support for licensing and operator training, work to promote Amateur Radio in schools, and more. ARRL also allocates resources to member benefits and programs such as Field Day, LoTW, contests, EmComm programs, member technical support, product reviews, and other programs. It is essential that ARRL continue these efforts to ensure the continued existence of Amateur Radio worldwide.
- Why did ARRL make print QSTand On the Airmagazines paid subscription options?
All members will continue to have access to all four ARRL magazines in digital format online: QST, On the Air, QEX, and NCJ. Printing and mailing QST and OTA are an important part of ARRL’s costs, and these costs have increased faster than inflation. Results from our member survey indicate that a significant portion of our members are willing to read these magazines in a digital form online. We chose this approach to minimize the increase in dues. This gives members a choice on whether to pay the additional cost for print magazines.
- What was the purpose of the member survey that was conducted in May 2023?
We felt it was important to seek input from our members about various options under consideration and what they valued most about ARRL membership. This feedback from more than 20,000 members who responded was used extensively in our planning (see dues survey results).
- What is ARRL doing to cut costs? Was there an alternative to a dues increase?
ARRL has been systematically taking steps to reduce costs for several years. Steps have included delaying hiring for open positions, outsourcing work to contractors in lieu of staffing full-time positions, consolidating responsibilities to reduce staffing levels, and other actions designed to control our costs. We continue to look for additional ways to lower our costs, but we cannot go much further without reducing or eliminating member benefits and programs which our members have told us are important to them.
- What is ARRL doing to help senior members under financial stress to continue to afford dues and print publications?
ARRL is creating monthly payment options for dues and print magazines for members who are 70-years and older. If you are 70+ years old and need help in this area, please contact Member Services at HQ for details.

ARRL is partnering with HamSCI – the Ham Radio Science Citizen Investigation to encourage amateurs to get on the air and operate as part of the The HamSCI Festivals of Eclipse Ionospheric Science. Propagation experiments will include the Solar Eclipse QSO Party using CW, FT4/8, SSB and other digital modes and The Gladstone Signal Spotting Challenge (GSSC) using CW, WSPR and FST4W modes.
The October 14th event will run from 1200-2200 UTC and amateurs may operate on any band and any mode from 6-160 meters (except the WARC bands.)

Amateur Radio Volunteers Needed for Marine Corps Marathon

The 2023 Marine Corps Marathon (MCM) will take place on Sunday, October 29 in Washington, D.C., and Arlington County, Virginia at 7:55 AM EDT. The MCM Ham Volunteers team is looking for 150 amateur radio operators to support the event by providing racecourse situation reports.
The Marine Corps Marathon, also known as the People’s Marathon, expects to support more than 29,000 runners at this year’s event.

The mission of the MCM is to showcase physical fitness and generate community goodwill to promote the high standards and discipline of the Marine Corps. Annually ranked as one of the largest marathons in the US and the world, the MCM has been recognized as the “Best Marathon in the Mid Atlantic,” “Best for Families,” and “Best for Beginners.”

Former ARRL Oregon Section Manager John Core, KX7YT, SK

ARRL is sad to announce that John Core, KX7YT, Section Manager of the ARRL Oregon Section from 2016 – 2018, passed away suddenly on August 11, 2023. He was 80 years young.
John first earned his Novice-class license in 1970 with the call sign WN7PQL. He subsequently upgraded to his General-class license in 1971 with the call sign WA7PQL, his Advanced-class license in 1976, and finally, to his Amateur Extra-class license in 2000 with the call sign KX7YT. While involved in consulting work abroad from 1998 – 2006, he was licensed in Bangladesh as S21YV and later licensed in India as VU3DXY. Most recently, John was active in the Department of Homeland Security CISA SHARES program as NNB0EC.
John was a passionate DX hound and contester. He was an active member of the Willamette Valley DX Club and a huge Amateur Radio Emergency Service® (ARES®) activist for Oregon amateurs. As the ARRL Oregon Section Manager, he was instrumental in coordinating Oregon ARES operations during the Cascadia Rising Simulated Emergency Test (SET) in 2016, which was a multi-state and multi-jurisdictional simulation of the anticipated catastrophic Pacific coast subduction zone 9.0-magnitude earthquake. John wrote an article for QST that was published shortly afterward, highlighting the SET results. In all, John penned no less than five articles for QST between 2001 and 2016, mostly related to Oregon ARES activities and his experiences operating in Bangladesh.
In 2017 – 2018, John worked with his ARES leadership team to produce a set of standardized statewide ARES Amateur Radio Operator (ARO) training materials that were used for many years. He was also instrumental in establishing a special website to enable amateurs across the state to receive their ARO training virtually.
During his tenure as Section Manager, John was a key part in ensuring reasonable amateur radio legislation related to distracted driving laws that were under consideration in Oregon. He provided expert testimony before several legislative committees, which resulted in a positive outcome for Oregon amateurs.
Among the many tributes from hams that knew him, one from the State Communications Officer for the Oregon Department of Emergency Management (ODEM) Doug Jimenez, W7DMJ, stands out:
“I met John many years ago, while he was the ARRL Section Manager for Oregon. He was a good friend and volunteer for ODEM. One of his recent projects [had] been [to coordinate the] setup of VARA FM digipeaters to ensure contact between ODEM and the north coast of Oregon in the event of disaster. I really enjoyed working with John and learning new things from him. This is a huge loss to the community. He will be missed.”

ARRL New Jersey Sections Sign Agreement with American Red Cross

On Friday, August 25, 2023, Section Manager of the ARRL Northern New Jersey Section Robert Buus, W2OD, and Section Manager of the ARRL Southern New Jersey Section Tom Preiser, N2XW, signed a Memorandum of Understanding (MOU) with representatives from the American Red Cross (ARC) New Jersey Region. The MOU focuses on disaster planning and response for communities within New Jersey during and after a disaster event.
“For the first time in a long time, both the Northern and Southern New Jersey Sections will be working together,” said Preiser. “It’s critically important we know who we’re working with and develop a good relationship to help make our responses effective every time.”
Buus agreed, stating, “It’s really a win-win for everyone. We’ve worked with the Red Cross for many years [and] this goes a long way to strengthen relationships and provide help in all types of situations,” he said.
As part of the MOU, Amateur Radio Emergency Service® (ARES®) teams in New Jersey will aid with communications in support of disaster relief through training, testing, and exercises, and by providing emergency communications to support local shelter operations. This is especially important when normal communications are disrupted or overloaded.
ARES teams throughout New Jersey have supported ARC shelter disaster operations and operated ARC emergency communications. For example, the ARC Princeton office is maintained and operated by the Mercer County team, and the Gloucester County team supports the ARC Pennsauken office. Other joint ARES, Radio Amateur Civil Emergency Services, and auxiliary communications teams have provided ARC shelter services during past emergency activations.

North Carolina School Contacts the International Space Station
09/08/2023
On August 28, 2023, students at Bowman Middle School in Bakersville, North Carolina, talked to NASA Astronaut Stephen Bowen, KI5BKB, who as on board the International Space Station (ISS).
For months, 22 students had been preparing for a 10-minute window to ask Bowen about his time and experiences on the ISS. They were able to ask 13 questions, like, “What is it like to be in space?” and, “Is the crew doing any research on diseases that affect humans?”
Section Manager of the ARRL North Carolina Section Marv Hoffman, WA4NC, presented the Supporting, Upgrading, Growing Amateur Radio (SUGAR) Award to the school and its science, technology, engineering, and mathematics (STEM) teacher, Dan Hopson, for arranging the ISS contact.
Hopson said, “The waiting and static, are suspenseful but when you hear the man’s voice or that person’s voice come over the air, the kids know this is really happening.”
Bowen, returned to Earth with SpaceX Crew-6 on September 5.
US Congresswoman Virginia Foxx (NC-05) also attended the event. She called the experience “a stellar opportunity.” In a recent letter to her constituents in North Carolina, Foxx wrote, “On Monday, I traveled to Bakersville in Mitchell County to meet with students, staff, and administrators of Bowman Middle School – as well as to view the school’s International Space Station (ISS) contact project. As part of the project, students were able to ask questions in real time via ham radio to Steve Bowen, a NASA Astronaut who successfully traveled to the ISS on March 3 of this year. This impressive event was one that these students will surely remember as they continue their educational journeys. Congratulations to all who made this event, and learning opportunity, such a success.”
ARISS is a cooperative venture of international amateur radio societies and the space agencies that support the ISS. In the US, participating organizations include NASA’s Space Communications and Navigation (SCaN) program, the ISS National Laboratory — Space Station Explorers, ARRL, and AMSAT.

USA Radio Orienteering Team Brings Home Silver and Bronze Medals

At the 21st International Amateur Radio Union World Amateur Radio Direction Finding (ARDF) Championship in Liberec, Czech Republic, held August 27 through September 2, 2023, USA competitors won a silver medal for an individual competition, as well as two bronze team medals.
ARDF, also known as radio orienteering, is a multi-skill sport that involves running and navigation using only a map and compass.
Competitors use a 2-meter (144 MHz) or 80-meter (3.5 MHz) radio receiver to locate multiple transmitters hidden in a forest. The sport directly applies to important activities such as search and rescue, wildlife tracking, airborne and seaborne navigation, and communications. The competition at the championship in Liberec involved mountainous terrain, intricate navigation challenges, periods of rain, and elite racing.
The USA fielded its largest team ever, including 21 athletes, with seven competing in a world championship for the first time. The (IARU) and Czech Radio Club hosted the event in the mountainous region of North Bohemia, with 28 countries and nearly 400 racers attending.
Ruth Bromer, WB4QZG, won a silver medal in the W65 category during the 3.5 MHz “foxoring” event that combines orienteering and transmitter (fox) hunting. Nadia Scharlau, KO4ADV, and Natalia Leoni earned a bronze team medal in the W55 category 144 MHz classic competition. Several USA athletes also finished within the top 10 results in nearly all the classes, including two fourth – place finishes by Scharlau.
Scharlau was thrilled with the results. “All our newcomers performed beyond our expectations. The courses were extremely hard. We all got along and supported one another. Most importantly, almost everyone expressed their determination to improve and come back to compete again,” said Scharlau.
ARRL’s ARDF Committee Chair Charles Scharlau, NZ0I, who also raced, echoed the positive take on the USA team, stating, “They successfully navigated well-designed courses on rugged terrain against a field of skilled and experienced competitors. The Czech Republic is an ideal place to hold the world championships. They have great maps, excellent venues, and they know how to put on a world-class event,” he said.
The USA Radio Orienteering Championship will be held in Michigan on October 7 – 13, 2024. Team USA will select its team members for the 2025 USA Championship, and that team will travel to Lithuania in 2025 to compete in the 22nd World ARDF Championship.

Changes in the ARRL Louisiana Section
09/07/2023
Section Manager of the ARRL Louisiana Section John Mark Robertson, K5JMR, has stepped down. He has held this role since April 1, 2018. Robertson has been very active in the Section and in Louisiana ARES. He held the Emergency Coordinator and both District and Section Emergency Coordinator positions before he assumed the role of Section Manager.
Matt Anderson, KD5KNZ, has been appointed to fill the remaining term, effective September 1, 2023. Anderson has also held several previous positions in leadership, including Assistant Section Emergency Coordinator and Assistant Section Manager of the Louisiana Section.

ARLB021 Changes to the ARRL Oregon Section:
Section Manager of the ARRL Oregon Section Jonathan Wanzer, KK6GXG,
has decided to step down from the role citing personal reasons.
Jonathan assumed the role on July 1, 2023, with the intent of
serving for the remainder of the term. ARRL Field Services Manager
Mike Walters, W8ZY, has appointed Scott Rosenfeld, N7JI, to complete
the term.
Rosenfeld, from Eugene, Oregon, has served as a Volunteer Examiner
as well as an amateur radio instructor. He will continue as Section
Manager of the Oregon Section through the current term ending June
30, 2024.

ARLX010 Dave Coons, WT8W, Former ARRL Great Lakes Division Director
(SK)
David “Dave” Lee Coons, WT8W, former Director of the ARRL Great
Lakes Division, passed away on September 2, 2023, at the age of 92.
Coons joined ARRL in 1963 and was a member of the ARRL Diamond Club.
According to the obituary published in the Dayton Daily News, Coons
was a disabled veteran of the United States Navy, having served
during the Korean War. He retired from his role as postmaster of the
Miamisburg, Ohio, post office after 37 years with the United States
Postal Service.
Coons served in numerous volunteer roles within amateur radio,
including Vice Director of the ARRL Great Lakes Division from 1996 –
1998 and Director from 1998 – 2000. He was a Volunteer Examiner
through the ARRL VEC.
Coons was active in leadership of the Dayton Amateur Radio
Association (DARA), where he served as President, Vice President,
and Secretary at different times. He served as Chairman of the
Dayton Hamvention Flea Market Committee and on the Communications
Committee. He was also active in the Clark County Amateur Radio
Association (CLARA), which honored him as the winner of the Frank J.
Kirkpatrick Memorial Award in 1993 for services that went above and
beyond.
Federal Aviation Administration records show Coons was an Instrument
Rated private pilot. According to his obituary, Coons was involved
with maintenance at the Dayton-Wright Brothers Airport.
