Hello Everyone,
We are getting ready for our first snow of the season and hopefully it won’t be too much. I am repeating what I said last month as it is very important. Make sure your snow removal equipment is in top shape and ready to go. New wiper blades on your vehicles, top off your washer fluid, maybe ad a shovel, traction mats, deicer and blankets to your “Go Bag”. You never know. If you have a generator, make sure it’s working and you have adequate fuel to run for a few days. You also should have adequate food and water supply available. Make sure your portable radio gear and extra batteries are charged and ready for service. The main thing is to keep you and your family safe.
Don’t forget that HRU will be here shortly January 10th to be exact. The committee has been working very hard to make this event great. See the information below and all the updated information on the HRU website at www.HamRadioUniversity.org
Our feature speaker is Adrian KO8SCA who will be talking about the trials and tribulations of getting to Bouvet Island and operating from there. This should be a very interesting talk, Try not to miss it. We also have W2HRU special event station operated by the Great South Bay Amateur Radio Club from LIU/CW Post. Their communication trailer is really something. I am sure they will give you a tour.

2026 is the ARRL “Year of The Clubs”. Please make sure your information and your contact information for your club are correct. This is important, especially when new hams are looking to join your club. The “Year of The Clubs”, will include special programs and events as well as an updated database. Clubs with more than 70% ARRL members will be recognized. Also please send me some events your clubs are doing so they can be listed in the newsletter.
A yearlong special event is in the planning stages now and will be distributed to everyone. See below for more information.

Congratulations to Dr. Andrew Bartilucci, W2NKC, who at 103 years and still on the air, was given the ARRL Centurion Award by Ed Wilson, N2XDD, Hudson Division Director and a NLI Section Special Recognition Award by Jim Mezey, W2KFV, Section Manager, for being a ham for 86 years and for being an ARRL Life Member for 65 years. What a tremendous accomplishment for this Garden City resident. Also at the presentation was Brian Malone, W2BRM, long-time friend of Dr. Bartilluci and family members.
NYC ARES participated in Operation Santa at JFK led by David, KB2KAB – Wednesday December 10th. Operators were: KB2KAB, W2KMA, NY2K, KC2OLA, KB2PSI, WA2JNF, K2LLR, KC2NJV, WB2KDG and N2UJG.

Calling all W1AW/portable activators
New York will be activating W1AW/2 portable stations from January 7th thru January 13th. This is your chance to operate with a W1AW call sign. We are looking for people to commit and sign up for 1 hour time slots by mode and band. The procedure is a little different than the normal operating procedure. The QSOs to the W1AW/2 station are not loaded to LoTW but rather an ADIF file is emailed to a consolidator who will upload to LoTW and other systems involved in the W1AW portable sub-event. It is a simple email where you will attach the ADIF files and send it to the consolidator email address – logs@nnyarrl.org. Being a W1AW portable station is easy. You would be portable, not mobile. You could say something like “this is W1AW portable 2 NY” or “W1AW port”. You would make a log just for that operation with the call W1AW/2 and when you were done, you would export it as an ADIF and email it to the person designated to take care of it. You can operate on various modes and various bands. No specific exchange is required but a signal report is a good idea. You are encouraged to self-spot. Sign-up for the opportunity is now available at Time Slots – Guest (nnyarrl.org). Once on the site click “Request Login”. Answer the questions and you will receive further instructions by email. Once you are logged in you will be able to select times and modes for activation. Watch for an official announcement from the ARRL. Until then, ARRL HQ has approved the pre-release of the information below!
Who: The ARRL and ARRL Affiliated Clubs
What: Celebrating America’s 250th Anniversary and the Year of the Club by offering a special WAS in 2026 along with its endorsements to include (1) contacting 50 ARRL Affiliated Club callsigns in all 50 states, (2) contacting W1AW/p in all 50 states.
Where: All amateur bands (even WARC) except 60 meters
When: 0000z January 1, 2026 through 2359z December 31, 2026
How: (as a pursuer of a WAS250 award): Make contacts throughout 2026, logging all to the ARRL’s LoTW where you can apply for the base WAS award along with all possible endorsements based on what your uploaded log shows.
How: (as a W1AW/2 activator): Register to activate W1AW/2 by clicking >> Year of the Club | NNY ARRL<< (the NNY section is leading the effort for all of NY). You will receive further instructions after that. Then, you can sign up for a date, time, and mode.
Activate and log all contacts with a logger that can generate an ADIF file (ADIF is a requirement). When activating, say something like, “CQ ARRL WAS250, W1AW portable 2, New York”. The W1AW/2 activation in NY will be available for only 2 weeks; once in January and again in August. Sign up early and don’t miss activating during your slot(s). You will be popular!
How: (as an ARRL affiliated club callsign activator): Get club’s permission to activate the club’s callsign, and do so on Voice, CW, and Digital. When calling CQ on voice, periodically say something like, “CQ Yacht-See (YOTC) from ARRL affiliated club [Call Sign] in New York”. On CW, “CQ YOTC de [Call Sign]”. Activate throughout the year and upload your club callsign’s log to LoTC (paper-logs are not accepted).

FCC Allocates 60-Meter World-Wide Amateur Band Approved at WRC-15; Continues Amateur Use of Four Additional 60-Meter Channels, and Updates 420 MHz Coordination Information

The Federal Communications Commission (FCC) on December 9, 2025, released a long-awaited Report and Order adopting a new amateur radio spectrum allocation in the 60-meter band that was approved for world-wide use on a secondary basis in the WRC-15 (World Radiocommunication Conference 2015) Final Acts. The Commission also agreed with a petition from ARRL The National Association for Amateur Radio® to continue to allow amateur operations on four existing 60-meter channels outside the international allocation with a full 100 watts. The new rules will go into effect 30 days after publication in the Federal Register, when amateurs may then begin using the allocation.
Specifically, the Commission allocated 5351.5 – 5366.5 kHz (60 meters) to the amateur service on a secondary basis with a permitted power of 9.15 watts ERP. The Commission also authorized amateurs to continue using four existing channels outside of the 5351.5 – 5366.5 kHz band centered on 5332, 5348, 5373, and 5405 kHz on a secondary basis with a permitted power of 100 watts ERP. There are no antenna restrictions but antenna gain must be used to calculate ERP.
The 60-meter allocation is available to amateurs holding a General Class or above license. The maximum permissible signal bandwidth is 2.8 kHz.
Amateurs are cautioned that this allocation is strictly on a secondary basis, and amateurs must avoid interfering with non-amateur stations using this spectrum. This obligation includes the responsibility to monitor for such stations using appropriate receiver bandwidths. The FCC emphasized that “allowing amateur operations in this band while fully protecting incumbent primary Federal operations is our priority, and even intermittent interference in this band could jeopardize important Federal operations.”
The Commission left open ARRL’s 2017 Petition for Rulemaking to implement this WRC allocation (RM-11785), stating that “we expect the Commission may address any necessary power adjustments for the new 15 kilohertz international allocation in that proceeding.” ARRL will be observing operations in the new band to evaluate the effect of the 9.15-watt limit and already has been monitoring the regulations and experiences of amateurs in other countries.
Finally, in the same Report and Order, the FCC updated 420 – 450 MHz coordination and contact information for geographic areas where the peak envelope power (PEP) of amateur stations operating is generally limited to 50 watts. There was no substantive change to the areas covered by the power limitation.

Operators/Monitors Wanted for Meteor Scatter QSO Party December 12-13

HamSCI — the Ham Radio Citizen Science Investigation program — is looking for “ping jockeys,” or ham radio operators who enjoy making contacts via meteor scatter (MS), to take part in its Meteor Scatter QSO Party during the Geminids meteor shower on December 12 and 13, 2025. Operation will take place on the 10-meter and 6-meter bands only (28.145 and 50.260 MHz), using the MSK144 digital protocol. The event is a combination on-air contest and data collection for what HamSCI describes as an experiment “to analyze the feasibility of HF meteor scatter for future scientific research.”
HamSCI pointed out that little research has been done on 10-meter meteor scatter, due to past symbol rate limits imposed by the FCC. Those limits were removed in early 2024.
The group is looking for both active operators (seeking and making contacts) and passive monitors, recording .WAV files of MS contacts and uploading them to PSK Reporter. Researchers will collect contact data from both 10 and 6 meters and will analyze that data offline, using PSK Reporter raw data, operator contact logs and .WAV files.
HamSCI says the best operating times will be between 8 PM and 8 AM local time, and suggests announcing CQs on “Ping Jockey Central” (especially for 10 meters) and the groups.io page of the Front Range Six Meter Group (especially for 6 meters).

“Space Sailors” Seeking Download Help from Ham Radio Operators

ChipSat Signals Received; Listeners Still Needed
Updating the story, ‘Space Sailors’ Seeking Download Help from Ham Radio Operators,” posted on December 2, 2025, Cornell University’s “ChipSat”-equipped light sail was successfully deployed on December 3 and several dozen telemetry signals from its ChipSat flight computers have been received and decoded. This is the first time that orbit-to-ground ChipSat data has been fully decoded, which Ph.D. candidate Joshua Umansky-Castro, KD2WTQ, calls “a huge milestone for the technology.”
Student researchers at Cornell still seek help from amateur radio operators equipped with satellite receive stations to continue monitoring for signal from the 100-milliwatt transmitters on 437.400 MHz, using the LoRa® digital protocol. It is estimated that the light sail will deorbit within 48 hours of deployment, due to the drag it creates in low-Earth orbit. Data is being collected on the TinyGS project webpage, which is also posting updates on progress.

A group of students at Cornell University is seeking participation from radio amateurs who are equipped with satellite stations for help in listening for signals from a retroreflective laser sail that is scheduled to be deployed later this week. The sail is currently attached to a 1U CubeSat that was launched early Tuesday, December 2, 2025, from the International Space Station, but will separate and become its own free-flying spacecraft equipped with four tiny “ChipSat” flight computers that will transmit telemetry data back to Earth.
This is the first flight of their ChipSats, and it is this data that the students seek help detecting, according to Ph.D. candidate Joshua Umansky-Castro, who has an amateur radio license; call sign KD2WTQ. The light sail’s ChipSats will be transmitting data using the LoRa® digital protocol on 437.400 MHz. The sail, stowed within the CubeSat, is expected be released a couple of days after deployment — tentatively this Thursday, December 4 — and will likely function independently for no more than 48 hours due to the drag created by the sail.

It is hoped that the ChipSat and light sail will become the trailblazer for future missions around the solar system, and one day to our closest stellar neighbor, Alpha Centauri.

2025 ARRL Board of Directors Election Results

ARRL The National Association for Amateur Radio® announces the results of the 2025 ARRL Division elections.
In the ARRL Pacific Division, current Director John Litz, NZ6Q (1,270 votes), of Stockton, California, was declared the winner, defeating Bob Vallio, W6RGG (960 votes).
In the Southeastern Division, current Director Mickey Baker, N4MB (1,596 votes), of West Palm Beach, Florida, was declared the winner, defeating Tom Schaefer, NY4I (928 votes), Jim Kvochick, K8JK (774 votes), and Northern Florida Section Manager Scott Roberts, KK4ECR (529 votes).
In the Southwestern Division, current Director Richard Norton, N6AA (1,392 votes), of Topanga, California, was declared the winner, defeating Arizona Section Manager Rick Paquette, W7RAP (1,388 votes). John Kitchens, NS6X (1,623 votes), of Somis, California, who is the Santa Barbara Section Manager, was declared the winner, defeating David Ginsberg, N3BKV (1,162 votes), for the position of Vice Director.
In August, the following incumbents and candidate were declared elected without opposition: In the Pacific Division, current Vice Director Carol Milazzo, KP4MD. In the Rocky Mountain Division, current Director Jeff Ryan, K0RM, and Mel Parkes, NM7P, who ran uncontested for the position of Vice Director. In the Southeastern Division, current Vice Director Andrew Milluzzi, KK4LWR. In the West Gulf Division, Director John Robert Stratton, N5AUS, and Vice Director Lee Cooper, W5LHC — both already serving in these positions.
Winners will assume their roles for terms beginning January 1, 2026.
Members voted online or could request paper ballots. The election was conducted by third party Election Services Co., of Melville, New York — the same company that has conducted ARRL elections since 2022.
ARRL is governed by its Board of Directors. Elections are held for five of the 15 ARRL Divisions each year, for terms of 3 years.

SKYWARN Recognition Day 2025 Cancelled

NOAA’s National Weather Service (NWS) has announced the cancellation of SKYWARN™ Recognition Day (SRD) 2025.
The necessary time and resources required to plan a comprehensive national event for SKYWARN™ Recognition Day 2025 are not available this year. Thus, the difficult decision was made to cancel this year’s event by the NWS.
The NWS will work with ARRL and SKYWARN™ spotters to brainstorm ideas to redevelop a spotter appreciation event in 2026.
ARRL The National Association for Amateur Radio®, which has a Memorandum of Understanding with NWS, emphasized the strength of the long-standing partnership behind the event. “ARRL is proud of the continued partnership with the National Weather Service to promote and recognize SKYWARN and the volunteers around the country. We look forward to working together to revitalize and promote SKYWARN Recognition Day again next year,” said Josh Johnston, KE5MHV, ARRL Director of Emergency Management.
Established in 1999 by the National Weather Service and ARRL, SKYWARN Recognition Day celebrates the critical contributions SKYWARN volunteers make in supporting the NWS mission to protect life and property. Amateur radio operators constitute a significant portion of these volunteers, providing essential communication links between NWS and emergency management agencies when traditional communications fail.
The NWS-ARRL SRD National Committee extends its appreciation to all SKYWARN volunteers for their dedication and service to their communities, and offers best wishes for a safe and happy holiday season.

ARRL VEC Ready to File 2,500+ Ham Radio License Applications; FCC Extends Renewal Filing Deadline

ARRL The National Association for Amateur Radio® reports that the FCC has extended the filing deadline to March 5, 2026, for amateur radio licenses that otherwise were due to expire from October 1, 2025, to March 5, 2026. The announcement is included in an FCC Public Notice (DA-25-943) released on Monday, November 17, 2025.
The news follows the recent reopening of the federal government on November 13, following a lengthy 43-day shutdown. Since reopening, many federal agencies, including the FCC, have resumed activities, though reducing backlogs and rebounding to full operations may take some time. This includes significant delays in filing amateur radio license applications.
The FCC Public Notice includes:
For personal radio licensees (i.e., Amateur, Ship, Aircraft, GMRS, and Commercial Operator Licenses), renewal filings originally due on October 1, 2025, through and including March 5, 2026, are now due on March 5, 2026. Further, we confirm that licensees whose licenses have expired and whose renewal filing deadlines have been extended above may rely on their timely renewal filing (by the extended deadline) to support continued operation pursuant to section 1.62 of the Commission’s rules.
ARRL Volunteer Examiner Coordinator (ARRL VEC) Manager Maria Somma, AB1FM, explained that the announcement means that amateurs whose license expired, or will expire, between October 1, 2025, and March 5, 2026, may continue to operate upon completing a license renewal filing by March 5, 2026.
Somma added the FCC ULS systems are intermittently available again, which include the license manger system, FCC license search, and application search databases, as well as the CORES system.
FCC System Issues Affecting Application Processing:
The FCC had also briefly resumed accepting application filings via its Electronic Batch Filing (EBF) system on late Wednesday afternoon, November 19. “The EBF system is used by ARRL VEC and all VEC organizations to file exam sessions, new and upgraded licenses, as well as individual and club license filings, none of which are not being processed at this time,” said Somma.
On Thursday morning, an official alert was posted to the FCC website about FCC systems experiencing significant performance degradation. While some applications were successfully processed yesterday afternoon, it appears that currently the EBF system is no longer accepting applications.
According to the FCC’s website there will be:
- Substantial delays in retrieving search results (searches may take several minutes or time out entirely)
- Slow or delayed processing of new applications, modifications, renewals, assignments/transfers, and other filings
- Intermittent timeouts during submission of applications or attachments
- General sluggishness when navigating pages, viewing license/registration details, or uploading documents
- Inability to complete application fee payments (reported by customers)
FCC technical staff and contractors are actively investigating the cause and are working to restore normal system performance as quickly as possible. This issue is being treated with the highest priority. The Commission will post additional notices when system performance has been fully restored or if additional information becomes available.
During the shutdown, the ARRL VEC urged its Volunteer Examiners to continue giving ham radio exam sessions (see important information below For ARRL VEC exam candidates). “We have over 2,500 license applications queued up,” said Somma. She noted that ARRL VEC has already started to file the backlog of applications. “At least for now, when the FCC again resumes processing, they are limiting each EBF user, like ARRL VEC, to upload no more than 75 applications per hour, to ensure the system is stable,” said Somma. Somma asks applicants to be patient as the FCC processes the backlog.
For ARRL VEC exam candidates who were unable to get an FCC Registration Number (FRN) while the FCC CORES system was unavailable, please follow these steps to ensure your license application is ready to be processed promptly once the EBF system becomes operational:
- Register for a CORES accountat https://apps.fcc.gov/cores/userLogin.do, using your email address as your username.
- Verify your account, then log in and obtain your FCC Registration Number (FRN).
– Be sure to register as an Individual.
– Enter your personal information exactly as it appears on your photo ID.
– Once you receive your FRN, save it carefully — this will be your permanent FCC identifier.
- Send your Name, Test Date, and new FRNto the ARRL VEC. Email: VEC@arrl.org

John Reiser, W2GW is the section DXCC card checker and is available for
field checking of QSL cards for your DXCC Award. John is available by
appointment at his home in West Hempstead for card checking, and at all
LIDXA meetings. If some lives far from him, John is willing to meet them
half way at a diner or someplace. Contact John at w2gw@arrl.net
Aaron Broges, WC2C and Tom Carrubba, KA2D are also DXCC card checkers. Aaron and Tom are also members of the LIDXA and is usually available for DXCC QSL checking at the monthly LIDXA meetings (along with W2GW).
Approved DXCC card checkers can also check cards for WAS and VUCC
awards as well.

MetroCor is coordinating body for the New York metro area. MetroCor is
the established coordinating body for the New York Metro area,
inclusive of New York City, Long Island, Westchester County and the
majority of Northern New Jersey. You must apply for coordination
through MetroCor if you wish to establish a new system on Amateur Radio
Spectrum above 29.5 MHz. These and any other matters related to repeater
