October starts the beginning of fall, and the weather starts to cool down. This will be the last time you will be able to check that your antennas are in good shape for the upcoming winter months. This is also the beginning of the Holiday season. Here’s wishing everyone a very happy and safe Holiday.

Amateur Radio Licensing Update During US Government Shutdown
10/01/2025
A bulletin sent to members of ARRL The National Association for Amateur Radio® included information about the impact of the US Government shutdown on licensing for the Amateur Radio Service.
The government shutdown began at 12:01 Eastern time on Wednesday, October 1, 2025, when Congress had not passed an appropriations bill or other plan to keep the government funded for the new fiscal year (begins October 1).
The Federal Communications Commission, which issues Amateur Radio Service licenses, issued a Public Notice on Tuesday, September 30, indicating that it would suspend most operations following a shutdown. “Aside from a few emergency and auction filing systems, all other Commission electronic filing systems will be unavailable to the public until normal agency operations resume,” said the FCC Notice.
ARRL Volunteer Examiner Coordinator (ARRL VEC) Manager Maria Somma, AB1FM, said the FCC systems appeared to go off-line around 1 PM Eastern time on Wedensday, and are redirecting to the Public Notice. This means the FCC will not be processing any amateur radio license applications during the shutdown, which includes individual, club, and exam session (new and upgrade) applications.
“But ARRL Volunteer Examiners should continue giving exam sessions,” said Somma. “Keep doing what you’re doing. Keep serving new and upgrade candidates for amateur radio licenses.” Somma also urged that Volunteer Examiners continue to promptly forward session results from their exams to the ARRL VEC.
“Please do not hold your session results. Send your sessions to us, and ARRL VEC will continue to queue all applications as they are received. Once the federal government reopens, ARRL VEC will promptly resume submitting applications to the FCC for processing. So, keep sending sessions to the ARRL VEC.”
The FCC Notice indicates that the CORES registration system will remain available to the public and will not be affected by the shutdown. Exam candidates can still register in CORES and be assigned an FCC Registration Number (FRN) at https://apps.fcc.gov/cores/userLogin.do. The FCC’s Universal Licensing System (ULS) databases are currently unavailable to the public. ULS and related systems (like the License Manager, License Search, Application Search, etc.) are not accessible during the shutdown. Users cannot file applications with the FCC, or access license data, including address information.

The ARRL VEC program has a long standing tradition of serving the Amateur Radio Service and the Federal Communications Commission (FCC) with integrity and expertise. As the largest VEC in the nation, the ARRL VEC operates as a knowledgeable information source for a wide-range of licensing services and issues. The ARRL VEC supports nearly 30,000 ARRL-accredited Volunteer Examiners (VEs) who support the amateur radio community by offering exam opportunities.

FCC Issues Notice of Violation for Unauthorized One-Way Transmissions and Denial of Inspection

The Federal Communications Commission (FCC) has issued a Notice of Violation (NoV) to Mike F. Conte of Naples, Florida, citing alleged rule violations related to unauthorized transmissions and refusal to allow station inspection. The FCC notice by the Regional Director, Region One, Enforcement Bureau, was released on September 29, 2025, and includes that Conte holds an Amateur Radio Service license, KA2FPZ.
According to the Notice, FCC Enforcement Bureau agents from the New York Field Office conducted an investigation on March 17, 2025. Using direction-finding techniques, they located and monitored transmissions on 7.200 MHz emanating from a residence owned by Conte in Brookfield, Connecticut that appeared to be one-way broadcasts originating from KA2FPZ.
According to the FCC, Conte was “pretending to speak with a station he identified as KB2VBO,” — a call sign not currently assigned to any licensee. No station responded to the transmissions, and the Notice included that “Conte later admitted to an agent that he was engaging in one-way communication that was neither allowed nor exempted under the rules.”
In addition to the alleged unauthorized broadcasting, the FCC reported that “Agents were denied access to the Residence,” in violation of the Commission’s rules.
The Notice of Violation outlines two specific rule violations:
- 47 CFR § 97.103(c) — “The station licensee must make the station and the station records available for inspection upon request by an FCC representative.”
- 47 CFR § 97.113(b) — “An amateur station shall not engage in any form of broadcasting, nor may an amateur station transmit one-way communications except as specifically provided in these rules . . .”
The Commission ordered Conte to respond in writing within 20 days of the Notice’s release, providing a detailed explanation of the circumstances, corrective actions taken, and a timeline for addressing any remaining issues. The FCC emphasized that the Notice does not preclude further action if warranted.

Hurricane Imelda Strengthens, Threatens Bermuda
10/01/2025
Hurricane Imelda, now a strong Category 1 storm, is forecast to make landfall on, or come extremely close to Bermuda, late Wednesday evening into early Thursday morning. The Hurricane Watch Net (HWN) will activate for the first time this season beginning Wednesday, October 1, 2025, at 3:00 PM EDT (1900 UTC).
Activation times and frequencies are as follows:
3:00 PM EDT (1900 UTC) on 14.325 MHz
7:00 PM EDT (2300 UTC) on 7.268 MHz
The HWN will remain active on 14.325 MHz for as long as propagation allows or until no longer needed. Operations on 7.268 MHz will continue until either propagation fades or the net is no longer required.
The National Hurricane Center in Florida forecasts that Imelda is expected to bring damaging hurricane-force winds to Bermuda when it passes near or over that island by Wednesday afternoon or evening. A hurricane warning is now in effect for Bermuda, where Imelda is likely to cause large and damaging waves and heavy rainfall could cause flash flooding Wednesday into Thursday.
The National Hurricane Center amateur radio station, WX4NHC, will be active until approximately midnight eastern time on Wednesday, reported WX4NHC Amateur Radio Assistant Coordinator Julio Ripoll, WD4R. The Hurricane Center will be monitoring the HWN as well as the VoIP Hurricane Net (IRLP node 9219/Echolink WX-Talk Conference 7203).
The NHC can also be contacted via WinLink and online reports; WX4NHC@winlink.org and use //WL2K in email subject. The NHC asks that you please send or relay any Surface Reports (weather data, flooding, damage) to the Hurricane Nets or using any of the available modes listed. You can also use the WX4NHC On-line Hurricane report Form: Hurricane Online Hurricane Weather Report Form (fiu.edu).
Swells and high surf from both Imelda and Hurricane Humberto are producing dangerous surf and coastal flooding along the US east coast. The double-hurricanes caused damage to homes on North Carolina’s Outer Banks.
One-Year Since Hurricane Helene
This is the one-year anniversary of Hurricane Helene and its devastating impact on Asheville, North Carolina. There is a write-up on page 3 of the ARRL Roanoke Division newsletter about a special event station, N2G, which will operate in honor of the crucial role played by the Mt. Mitchell repeater, N2GE. The repeater did not lose power in the aftermath of the hurricane and was a vital link for emergency communications traffic in to, and out of, the region. The article notes, “As tragic as the damage was, amateur radio shined in its instantaneous and sustainable response in supplying emergency communications. … Amateur radio filled key gaps until remote StarLink nodes and commercial cell sites could be restored.” See www.arrl-roanoke.com/Roanoke_Newsletter_Fall-2025.pdf.

ARRL Wants Every Ham to Help Us Pass The Bill

ARRL The National Association for Amateur Radio® needs every radio amateur in the United States to send letters to Washington as we continue our nationwide grassroots campaign to pass the Amateur Radio Emergency Preparedness Act. The process is simple: click the button at www.arrl.org/HOA, put in your call sign, and press the red SEND MY LETTERS button. It takes mere seconds!
The letters will automatically be sent to your elected officials encouraging them to support the bipartisan bills. This legislation is intended to prevent restrictive homeowners’ association (HOA) rules that currently prohibit or severely limit the installation of amateur radio antennas. Passage would give amateur radio operators the same rights to install antennas on their property as those enjoyed by users of TV antennas, wireless internet, and flagpoles.
Spreading the Word
ARRL CEO David Minster, NA2AA, was the guest on the Ham Radio Crash Course YouTube channel. Host Josh Nass, KI6NAZ, spoke with Minster for 45 minutes about this important letter writing campaign.
ARRL West Gulf Division Director John Robert Stratton, N5AUS, shared insight into the importance of getting every ham to send a letter on the W5KUB Amateur Radio Roundtable podcast with Brett Glass, WY7BG, and Glen Popiel, KW5GP. National Preparedness Month: Use Your Ham Radio for Public Service

Amateur radio has long been a vital partner with served agencies in providing communications support, passing traffic, and performing other tasks, both in times of crisis and in times of community service. Through community events, hams help out before and When All Else Fails®.
The best way to become a part of serving the greater good in your area is by joining your local ARRL Amateur Radio Emergency Service® (ARES®) group. “Every disaster starts and ends at the local level, and so should community resilience through radio,” said ARRL Director of Emergency Management Josh Johnston, KE5MHV. “Local ARES groups are set up based on the needs of the local community and local volunteers are critical to making sure they are able to serve when needed.”
ARRL The National Association for Amateur Radio® has a tool to help hams get plugged in with a group near them. An interactive map at www.arrl.org/find-an-ares-group will let those interested in serving connect with local leadership. This flyer [PDF] talks about what ARES does at the local level.
As September ends, the lessons from National Preparedness Month shouldn’t stop with the change of the calendar. As ARRL Sections prepare for the Simulated Emergency Test (SET) in October, being a trained member of a local ARES group will add to your personal, family, and community resilience.

NCVEC Question Pool Committee Removes Extra-Class Question E6D07 From Use

The National Conference of Volunteer Examiner Coordinators (NCVEC) Question Pool Committee (QPC) has announced the immediate removal of Extra-Class question E6D07 from the Element 4 Extra-Class question pool and from use on examinations. The decision was made after it was determined that the question contained more than one correct answer.
The current Element 4 Extra-Class pool, effective July 1, 2024, remains valid through June 30, 2028. All Volunteer Examiner Coordinators (VECs) and examiners are instructed to remove E6D07 from examinations as soon as possible.

The ARRL VEC advises the community to regularly check the NCVEC website for updates to the question pools, which may include errata and withdrawn questions.

Hams Needed to Track NASA Moon Mission

The National Aeronautics and Space Administration (NASA) is seeking volunteers to passively track the 2026 Artemis II Orion spacecraft as the crewed mission travels to the Moon and back to Earth.
The Artemis II test flight will send NASA astronauts Reid Wiseman, KF5LKT; Victor Glover, KI5BKC; and Christina Koch, along with Canadian Space Agency (CSA) astronaut Jeremy Hansen, KF5LKU, on an approximately 10-day mission around the Moon.
Targeted for no later than April 2026, the mission will rely on NASA’s Near Space Network and Deep Space Network for primary communications and tracking support throughout its launch, orbit, and reentry. However, with a growing focus on commercialization, NASA wants to further understand industry’s tracking capabilities.
This collaboration opportunity builds upon a previous request released by NASA’s Space Communication and Navigation Program (SCaN ) during the Artemis I mission in 2022. Ten volunteers successfully tracked the uncrewed Orion spacecraft on its journey thousands of miles beyond the Moon and back.
One of those volunteers tracking in 2022 was Scott Chapman, K4KDR, of Montpelier, Virginia. “Sometimes it’s what you don’t know that makes this kind activity interesting,” said Chapman. “All I had was a small S-band dish and receiver and wasn’t sure what I could or couldn’t hear…but when I started hearing the signals…it made everything worth it.”
Chapman said he felt good about the whole process and, while it was interesting, it was also lot of fun!
There were also other participants during the Artemis I mission, including international space agencies, academic institutions, commercial companies, nonprofits, and private citizens who were also attempting to receive Orion’s signals. Chapman added that NASA is also looking for commercial partnerships to share in the process.

LICW holds 75 classes and classes and forums weekly on Zoom covering CW instruction and many interesting topics on radio and related technology. The club has grown quickly to 3000 members in 50 states and 43 countries. LICW has local events such as portable outings and luncheons. More outings will be planned as Covid eventually eases. LICW has taught CW to over 350 kids with a number getting licenses. Programs for members with disabilities such as hearing impairments are available.
